Lenn Vincent, RADM, USN (Ret)

Vice Chairman, ScMI

Lenn Vincent is Co-Founder and Vice Chairman of The Subcontract Management Institute (ScMI), a non-profit (501c3) organization that provides subcontracts personnel with knowledge, skills, and tools to deliver the best value and reduce performance risk in the execution of publicly-funded contracts. ScMI designs and delivers a rich learning and development experience for the general acquisition workforce with a focus on Subcontract Management. At ScMI, Mr. Vincent also leads the Acquisition Leadership Program that develops aspiring leaders and supports current leaders within the acquisition workforce.

Recently retired as the Industry Chair at the Defense Acquisition University (DAU) where he used his Defense and Industry experience, expertise and perspective to advise the DAU management team, OSD, the uniformed services, and industry on matters relative to contracting, program management, logistics and supply chain management. As a professor at DAU, he presented views to foster a more viable and effective defense acquisition management system. An international educator, consultant, dynamic speaker, and a respected government and industry leader, he has taught and/or consulted in contract management, capture management, project management, supply chain management, and leadership.

As a Vice President at CACI International, Mr. Vincent was responsible for working with senior Department of Defense and Industry leaders to build long-term business relationships and to help identify solutions to acquisitions, logistics, and financial management challenges. His strategic focus was an initiative to create an integrated digital environment that would extend the DOD’s automated procurement systems into the industry and into the DOD program management offices, in addition to implementation and training strategies for new products and service.

As a Vice President at American Management Systems, he led a 130-member business unit responsible for the deployment and launch of government and industry procurement and contract management software solutions. His acquisition business solutions profit center was responsible for implementing DoD’s Standard Procurement System used by over 23,000 procurement personnel and launch of a commercial contract management system.

Prior to entering civilian life, Mr. Vincent completed a distinguished career in the United States Navy, serving at both seas and ashore. He has over 30 years of broad-based and in-depth leadership and management experience in acquisition, supply chain management, logistics and financial management.

When he retired on August 1, 1999, at the rank of Rear Admiral, he was the Commandant, Defense Systems Management College (DSMC). While in this position, he began an overhaul of acquisition education to include reform principles and technology-based distance learning.

Prior to leading DSMC, Mr. Vincent served as the Logistics, Ordnance and Fleet Supply Officer for Commander-in-Chief Pacific Fleet, responsible for logistics policy in support of operations plans, and ensured the readiness of supply chain operations in the Pacific Fleet and the Indian Ocean.

Mr. Vincent was the Commander of the Defense Contracts Management Agency (DCMA), a diverse worldwide organization of 19,000 people responsible for administration and oversight of over 400,000 contracts valued at $800 billion. Concurrently, he also served as the senior acquisition executive responsible for procurement policy within the Defense Logistics Agency (DLA).

His afloat tours included Supply Officer on both USS Pensacola (LSD 38) And USS Dixon (AS 37). Some of his other shore-based assignments included: Assistant Commander for Contracts at the Naval Air Systems Command; Commander, Defense Contract Management Command International; Commander, Defense Contract Administration Services Region, Los Angeles; Weapons Systems Department Director and Contracts Director at Navy Inventory Control Point, Mechanicsburg; Contracting Officer, Supervisor of Ship Building, Bath, Maine; and Contracts Director Navy Supply Center, Puget Sound.

Mr. Vincent holds a Masters in Business Administration from George Washington University. He also is a Certified Navy Material and Acquisition Professional and is DAWIA Level III certified in both Contracting and Logistics.

A past-President of the National Contract Management Association, he served on its Board of Directors and is a member of its Advisory Board. He has also served or currently serving on various other Boards: Navy League National Capital Council; NDIA Washington DC Chapter; Board of Directors Procurement Round Table; Board of Visitors, Defense Acquisition University; VA Acquisition Institution Advisory Board; Strategic Advisor to the Partnership for Public Service; DoE Environmental Management Advisory Board, Advisory Board of the George Mason GovCon Initiative, and several Industry Advisory Boards.
