Marge Rumbaugh

M.B.A, CPCM

Ms. Rumbaugh is a nationally recognized contract management author, educator, and consultant. She has over 30 years’ experience beginning her career as a contract specialist with the U.S. Navy and worked as a contract manager for Fortune 500 Defense firms before forming her own consulting company. She recently retired from consulting and training where she provided acquisition support to Federal agencies, private industry, and academia.

Her career in training began with the University of Virginia as an adjunct professor. With UVA, Ms. Rumbaugh taught two undergraduate classes in their evening certification program: Introduction to Procurement and Contracting and Contract Administration. As the former National Vice President for Education and Certification of the National Contract Management Association, she was responsible for developing seminars, educational products, and overseeing professional certification exams. Ms. Rumbaugh has experience designing, writing, and teaching courses for the Intelligence Community, Defense and Civilian Agencies as well as private industry. She has experience teaching a wide variety of topics covering the full spectrum of the acquisition cycle from acquisition planning to contract termination. Most recently she was the Course Director and Subject Matter Expert for Villanova’s Contract Management Certificate program where she was responsible for updating the course materials.

Ms. Rumbaugh holds a Bachelor’s Degree in Political Science cum laude from Susquehanna University and a Master’s Degree in Business Administration from the Florida Institute of Technology.  She received two national awards from the NCMA: The Charles A. Dana award for distinguished service and the National Education Award for exemplary contribution to contract management through education.  Board of Trustees, The Subcontract Management Institute.

She resides in central Pennsylvania with her husband, Jim and daughter Ingrid.
