Fred W. Bowen
Trustee, ScMIAs President of Bowen Associates, Mr. Bowen provides consulting expertise and services in areas of strategic planning, business development, and management and control for businesses involved in space related technology, research, and applications. In this capacity, he guides industry efforts in government contracting and government/industry partnerships, including proposal planning and Red Team reviews, teaming and training. In addition he is Director, Federal Executive Programs, of Government Business Solutions and The Federal Market Group. He is a Trustee of the Subcontract Management Institute.
Previously he was the Director, NASA Management Office, at the Jet Propulsion Laboratory, where he served as a Senior NASA Executive (SES) responsible for the full range of NASA business and institutional management activities at JPL. In this capacity, he negotiated and administered the $1 Billion/year government contract with California Institute of Technology for the operation of JPL; directed government management of procurement, contract management, technology transfer, institutional costs, legal, technical support, facilities, property, security, safety, and foreign contracts; and established a major NASA presence in the Los Angeles technical and business community through personal leadership in numerous NASA, civic, and educational activities.
Earlier, Mr. Bowen was the Director for Management Operations at the NASA Langley Research Center where he was responsible for Center management of support for research activities, including contracting, personnel, financial management, and program resources. In this position, he directed the Center’s finances, legal, patent, industrial relations, business computing, and technology transfer programs, integrated institutional planning and research program planning, and directed a Civil Service and contract support staff of 570 employees.
In 1979, Mr. Bowen was appointed Director for Administration, President’s Commission on the Accident at Three Mile Island, where he planned, implemented, and directed administrative activities of a major Presidential Commission. He directed budgets, personnel, procurement, property and equipment, financial management, management support, and Congressional liaison, and developed policies and procedures, controlled expenditures, and developed and implemented communication systems.
Mr. Bowen has served as Technical Manager for Management Operations, NASA Langley Research Center; Executive Assistant to the Associate Administrator for Center Operations, NASA Headquarters; Executive Assistant to the Associate Administrator for Aeronautics and Space Technology, NASA Headquarters; and was a member of the Viking Mars landing project team at NASA Langley Research Center.
Mr. Bowen has a B. S. Physics, College of William and Mary, Williamsburg, Virginia, and completed the NASA Senior Management Education Program.
Mr. Bowen is a Fellow, National Contract Management Association, and is a past Chapter President and Chair, National Board of Advisors.
