Vic Avetissian, President of Avetissian and Associates, a consulting firm specializing in Government acquisition and contracting with emphasis on Federal Acquisition Regulations, Cost Accounting Standards, Disclosure Statements, internal controls, regulatory compliance and audits.
He retired as Corporate Director, Government Acquisition Initiative at Northrop Grumman Corporation after 36 years of service.
He was responsible for establishing and facilitating communication of the company’s position on Government Acquisition and Contracting issues and maintaining effective communication with Government procurement agencies on procurement regulations, policies and Acquisition Reform Initiatives. He assisted company elements in developing strategies on government acquisition matters. He represented Northrop Grumman at various industry and government forums. He was also Corporate Business Conduct Officer for the Washington operations. In his previous position he was Corporate Director, Government Cost Accounting and Compliance, he was responsible for interpretation and implementation of corporate-wide Cost Accounting practices and compliance with all Government Cost Accounting and Federal Acquisition Regulations. Also responsible for negotiation and resolution of all corporate-wide Cost Accounting Standard (CAS) practices and Federal Acquisition Regulations (FAR) issues with appropriate Government representatives and agencies. Vic was responsible for all reviews, preparation and submittal of comments on regulatory proposals on CAS, FAR, DFARS and other Cost Accounting and Acquisition Regulations.
He participated as a member of due-diligence team on all companies Major Merger and Acquisition activities with responsibility for review and evaluation of Government Cost Accounting practices and compliance issues with CAS, FAR and DFARS.
He was a member of industry support team for the 800 Panel and GAO review of Cost Accounting Standards Board.
Prior to his position as Corporate Director of Government Cost Accounting and Compliance he was Division Director of Internal Audit, in that position he was responsible for Audit of Division Cost Accounting practices and its compliance with Standards, CAS Disclosure Statement and FAR/DFARS Regulations.
He is the Past National President of the National Contract Management Association (NCMA), a NCMA Fellow, and member of the National Board of Advisors. He is the past Chairman of the Board of Trustees of the Contract Management Institute (CMI). He was a member of the Board of Directors of the Contract Services Association of America (CSA) and chairman of the association’s Public Policy Council. He is CFO/Treasurer, The Subcontract Management Institute.
He is a member of the American Bar Association (ABA) Public Contract Law Section and is member of the National Defense Industrial Association’s (NDIA) Contract Finance Committee. He is the past chair of the Committee on Government Business of the Financial Executive International (FEI) and past Chapter President of the Association of Government Accountants (AGA).
