Subcontractor source selection under a publicly-funded contract need not strictly follow everything found in FAR, but that does not suggest that it can be treated cavalierly or without due consideration of the government’s requirements. Subcontractors are integral members of the team and as such, great care must be taken in their selection. Whether the paramount consideration is technical competence, sociological preference programs, geography, timeliness, cost control, or because the company is owned by the chairman’s son-in-law, the relationship can be much like a marriage – easy to create; difficult to dissolve. Creating a structured source selection process that considers what is important in the relationship will be discussed with helpful tips on how to improve the process you might be using presently will be discussed.
