As a prime contractor, your company is a steward of the government’s money. The government therefore expects you to spend their money as they would, and also follow the rules and regulations specifically set out for a contractor. Approximately 60-80% of all acquisition dollars are expended with subcontractors; therefore one of the great risk factors for the government, is the failure of the prime contractor to adequately manage its subcontractors with whom the buyer has no privity (no contractual arrangement).
