Alan J. Boykin

Chief Learning Officer, ScMI

Alan J. Boykin is a Senior Facilitator for ScMI corporate training and education programs. In addition to his role as the Chief Learning Officer for ScMI, he is also President & Chief Executive Officer of The Procurement & Acquisition Center of Excellence (PACE) LLC, a Service Disabled Veteran-Owned Small Business (SDVOSB) and a Small Business Administration (SBA) certified 8(a) small business.
Al has vast experience in providing a broad array of procurement and acquisition support expertise. As a senior instructor and consultant with 25+ years of experience, he specializes in competency-based contract/subcontract & acquisition-related topics. His extensive knowledge and use of acquisition regulations, policies and procedures has positioned him as a premier acquisition champion and facilitator. Al is DAWIA Level III (Contracting) and Level I (Program Management) certified. He is also a Certified Professional Contracts Manager (CPCM); Certified Federal Contracts Manager; and an Industry Certified Contracts Manager – DoD (ICCM-D).

As an experienced instructor/consultant, Al has developed and taught a variety of contract/subcontract management training courses for more than 20 years for the Defense Acquisition University (DAU), Federal Acquisition Institute (FAI) and other public and private sectors organizations. He has a proven record as a high achieving training and development professional with demonstrated ability to organize, lead, coach, train and develop people to consistently exceed strategic business goals. He is a retired Colonel with the U.S. Air Force with 27 years of service. From his military career, he garners many years’ experience in procurement and acquisition. Relevant positions include: Chief Learning Officer (CLO) and Interim Executive Director (NCMA); Associate Director for Talent Management and Assistant Professor (DAU); Special Assistant to the DAU President; Deputy Chief, Contracting and Acquisition, Business Transformation Agency (DoD/BTA); and Deputy Chief, Contract Policy, Pentagon (SAF/AQC). Additionally, he served on the Board of Directors for the VA Acquisition Academy Advisory Council. He is currently serving as a Senior Advisor on the National Small Business Association (NSBA).

Al obtained his BS degree in Business Management from California State University (Fresno). He also possesses Master degrees from Air University, Air War College (Strategic Studies) and SUNY Binghamton (Systems Management).
